Evaluation and Selection

Screening Requirements

Following application submissions, RTC staff will do an initial screening of the applications to insure they meet these criteria:

  • Project is consistent with the RTP and local long-range plans
  • Project contains at least one eligible Transportation Alternatives Category
  • Project provides connections within the transportation system
  • Project does not supplement the construction of a previously or currently RTC funded road project
  • Project is open to public access
  • Community engagement process has been held or is planned to be held for the project

  • Project Planning, 25 Points
  • Connectivity, 25 Points
  • Accessibility/Equity, 15 Points
  • Safety, 25 Points
  • Financial/Constructability, 15 Points

Timeline

As part of the application process, local agencies will be required to include a reasonable timeline for the implementation of preliminary engineering (PE), right of way (RW), and construction (CN). It will be essential for agencies to obligate project phases on time according to the identified timeline and RTC Project Delay Policy.
